Chaired by C. Rangarajan, the High Level Expert Committee (HLEC) on Efficient Management of Public Expenditure was asked to examine certain specific issues such as plan & non-plan classification of expenditure, revenue and capital classification, comprehensive framework of transfers to states, accountability concerns rising from direct mode of transfer and scope of public sector plan, and make its recommendations. This is the report of the HLEC.
