A compilation of papers submitted by experts during the Rome Meeting on 'Financial Management and Accountability' in 2001. The topics include fiscal transparency, global competition, public finance, public expenditures, performance management, internal audit, financial eeporting etc. contributed by approximately 35 experts from 20 countries, who represented all parts of the world and practically all stages of economic and administrative development. The goal was to debate two issues: 'How should governments be run? What should governments do?'
