This paper builds on the concepts developed in CIPFA’s ground-breaking 'Financial Management Model', now used widely as a PFM assessment and performance improvement tool in the United Kingdom. It provides a strategic definition and enabling framework within PFM which underpins the delivery of public services and helps achieve sustainable social outcomes. The focus on PFM and the service delivery chain is deliberate and overt. One of the most important facets of the paper is the delineation of the whole system of PFM processes notable for the inclusion of the ‘learning and growing’ element.
