The PFM Round Table aimed to facilitate the exchange of ideas and experiences among State governments with regard to the implementation of select PFM reforms. This Round Table was the first in a series of ‘deep dives’ focused on the ‘how’ of implementation – be it in terms of activities, processes, systems, policy, approach or change management. The exchange was expected to provide participants with valuable insights into the reform process, so that they would make informed choices / innovate to shape better solutions when the time came.
The agenda for the Round Table was finalized based on the learning priorities of participating states as indicated by them in a prior survey. Three areas of interest were selected for this technical deepdive - i) Discontinuation of Letter of Credit for Works Department & Submission of accounts and vouchers to the AG in electronic form ii) E-procurement and iii) Budget Transparency and Accountability. The sessions were designed to facilitate a high degree of interaction among participants. A high-powered panel discussion was scheduled towards the end.
A total of 93 PFM practitioners attended the event, with representation from senior officials of Finance Departments of eight states, including those with on-going PFM projects, the Department of Economic Affairs (DEA), Comptroller & Auditor General (C&AG), Controller General of Accounts (CGA), National Informatics Centre (NIC) and Government e-Market Place (GeM).
This was the fourth knowledge sharing event in a series of exchanges organized by the World Bank in PFM since 2014.
