The publication is a study of fiscal decentralization in five emerging economies in the world, namely Brazil, China, Russia, South Africa and Indonesia. For each country, the federal structure, roles and responsibilities for revenue and expenditure, mechanism for coordination and conflict resolution, inter-governmental transfers, delivery of public services and sub-national borrowing are documented in this study. Concluding observations and assessments follow with lessons for India.
