Utilization, Funds Flow and Public Financial Management under the National Health Mission : a Study of Selected States

Up until 2010, funds under the National Health Mission (NHM) were transferred directly by the Centre to implementing agencies, bypassing State government treasuries. Since April 2014, funds to NHM are being released to implementing agencies via State treasuries. This change in the architecture of fund flows has affected the process of budget execution. This study aims to examine various institutional features that affected the utilization of NHM funds following the reform related to the execution of the budget of the scheme. It explores the developments in the administrative architecture due to the reform, and how it has affected the utilisation of NHM funds. The study is focussed on the states of Bihar, Maharashtra and Odisha.
