Gender budgeting is the application of gender mainstreaming in the budgetary process. This study adopts a differentiated analysis of gender budgeting, looking at each phase of the budget process and the different institutional actors in the process as potential entry-points for gender-responsive policy-making. It outlines the results from the 2016 OECD Gender Budgeting Survey and provides country case examples highlighting interesting practices. Further, it discusses a broad range of tools used by countries in the implementation of gender budgeting and methods to assess the impact of gender budgeting. Lastly, it brings out issues in budgeting and public governance and lessons learnt from these.
