Treasury Reforms in States and Transition to IFMIS - Challenges & Opportunites Learning Event

Co-hosted by the Government of Andhra Pradesh and the World Bank, the purpose of the workshop was to bring together all the stakeholders on a common platform to learn from each other’s experience of treasury reforms and computerization including implementation of FMIS and transition to IFMIS; and to identify good practices and opportunities for collaboration. The workshop was the first in a series of knowledge exchange events on PFM planned by the World Bank to show case good practices by States, promote cross learning and generate interest and demand for PFM reforms, particularly amongst the low income states. The objective of the workshop was also to generate ideas about future events and start planning for them.

The workshop was attended by close to 100 participants from 22 states and the offices of the Comptroller & Auditor General (C&AG) and Controller General of Accounts (CGA), Department of Expenditure, National Informatics Centre, Reserve Bank of India and the State Bank of India (please see Annex 2 for particulars). The representatives from the states were senior officials from the Finance Department and the Directorate of Treasury. Principal Secretaries (Finance) from Andhra Pradesh, Bihar and Madhya Pradesh participated in the workshop. In case of some states, those spearheading the implementation of e-governance including FMIS also attended the workshop.

The report of the report (available for download) provides a summary of the learning event including the key deliberations and take-away messages and captures the views, comments and suggestions of the participants. The detailed agenda of the event is placed in its Annex 1.
