Strengthening of Panchayats in India: Comparing Devolution across States

The present study assesses the enabling environment that the states have created for the panchayats to function as institutions of self-government. The following objectives have been set for this study:
- To evaluate the performance of States/Union Territories(UTs), to strengthen institutional ‘framework’ as well as the capacity of panchayats
- To examine the accountability framework for panchayats, put in place, by States/UTs
- To create cumulative and incremental indices to measure the devolution, frameworks for capacity building and accountability of panchayats
- To rank States and UTs along the above indices
