Connecting Evaluation and Budgeting

Evaluation is an essential tool for good budgeting and a core element of any well-designed government wide performance budgeting system. All too often, it is assumed that the only type of performance information necessary to support budgeting is measurement with performance indicators. As invaluable as these are, they have limitations. It is inaccurate to view performance budgeting as involving only the use of performance indicators. The correct conception of performance budgeting is as a mechanism for systematically harnessing performance information in general – including evaluation and efficiency reviews as well as performance indicators.
