Government of India constituted a committee under the chairmanship of C.R.Sundaramurti, Controller General of Accounts to review the present accounting classification system and to develop a system better suited to display the nature and objective of Government expenditure. The primary purpose of the Committee was to develop a revised Accounting Classification Structure which could address various issues raised by many stake holders for better planning of resources, budgeting, accounting and availability of more useful Government financial information.
